That’s a wrap for Premier League transfers this summer after the window’s closure on Friday. While it was a busy summer for some, for others there was little activity of note.
The lowest-spending Premier League clubs of the summer window
5. Wolves – £53.3m
Wolves set out their stall early this summer with the club keen to safeguard their financial future with sensible business. Amid PSR concerns, Wolves allowed Max Kilman (£40m) and Pedro Neto (£54m) to leave for large fees to Premier League rivals.
Despite deadline-day deals for Sam Johnstone and Andre, Wolves remain among the lowest five spenders in the Premier League. The latter’s arrival should be seen as a coup following his emergence at Fluminense, while hopes are high for Jorgen Strand Larsen, who has arrived on an initial loan from Celta Vigo.

4. Everton – £46m
Everton are another side who have been cautious in the transfer market following last season’s PSR punishment.
Sean Dyche has spent £46m on new signings, including Iliman Ndiaye, Tim Iroegbunam and Jake O’Brien. Everton were one of seven sides in the Premier League to turn over a profit, with their business funded largely by the £50m sale of Amadou Onana to Aston Villa.
3. Newcastle – £43m
There’s been a sense of frustration from Newcastle fans this summer, with a lack of marquee signings at St James’ Park.
PSR concerns and a failure to sign top targets mean the summer passed without deals of note, with the most expensive being the £28m fee to turn Lewis Hall’s loan from Chelsea into a permanent transfer.

Odysseas Vlachodimos, Lloyd Kelly and William Osula are among the other additions, though there’s an argument that none make Eddie Howe’s best XI. Given the financial resources of the ownership, it’s been underwhelming.
2. Liverpool – £41.5m
Liverpool sit second among the Premier League’s lowest spenders with £41.5m spent.
Arne Slot has chosen to stick largely with the squad he inherited from Jurgen Klopp this summer, though has agreed a deal for Georgia goalkeeper Giorgi Mamardashvili to arrive from Valencia in 2025.
Federico Chiesa has also signed from Juventus in a knockdown £10.9m deal, one that could represent one of the best-value transfers of the summer.
1. Manchester City – £33.5m
Manchester City have often been accused of outspending opponents on route to success but the Citizens end 2024 as the lowest spenders in the Premier League. The signing of Savinho from Troyes is the only addition to have cost a transfer fee, while Ilkay Gundogan has returned from Barcelona on a free transfer.

Pep Guardiola’s team have been the most profitable in the division this summer after recouping £146.9m from player sales. Julian Alvarez’s £82m switch to Atletico Madrid makes up the bulk of that income, alongside the departures of academy graduates Liam Delap, Taylor Harwood-Bellis and Tommy Doyle. Joao Cancelo also moved to the Saudi Pro League for a fee of £21m.
